Culture of remembrance materially implies the existence of places of paying tribute to the victims, but also implies the existence of a possibility that these places are always available to everyone. Memorials are not end in themselves – their function of testimony is completely realized only if successfully represent as places that honor the victims, and review the past and which address the current issues. However, both within individual memories and within the framework of historical memories, pictures of moments from the past have another purpose: they serve to legitimize the existing social order. The memory as such, as a socio-political phenomenon, inevitably serves as a political matter.
